Content should be available to everyone, and its functionality must be able to be operated by anyone.
It is an abbreviation for accessibility that stems from the software engineering convention of shortening words by taking the first and last letters of the word and substituting a number for the number of letters in between the first and last. There are 11 letters between the "a" and the "y," so accessibility becomes a11y.
